Ukraine’s capital was struck on Monday by a Russian ballistic missile attack in which five missiles hit civilian infrastructure. President Volodymyr Zelenskyy said that Kyiv’s Western partners did not provide an early warning of the strike.
Describing the attack as “particularly vile”, Zelenskyy stressed that timely intelligence from allies “helps save lives” and that early warning is “one of the most critical issues”. He noted the lack of warning but did not assign direct blame, calling the situation “unfortunate”.
U.S. officials had warned Kyiv over the preceding weekend that the Trump administration was close to halting intelligence sharing with Ukraine. The threat was linked to broader tensions between Washington and Kyiv over the conduct of the war.
In Warsaw, Ukrainian foreign minister Andrii Sybiha said that cooperation with partners was continuing and attributed the absence of a warning to a “special type” of Russian weaponry used in the strike.
President Donald Trump has publicly demanded that Ukraine cease attacks on Russian oil refineries and has blamed Zelenskyy for rising fuel prices in the United States. On Friday, Trump announced a deal with Russian President Vladimir Putin to import diesel from Russia, effectively lifting previous U.S. sanctions on such imports.
Trump also claimed that Moscow and Kyiv had agreed an “energy ceasefire”. Zelenskyy responded that this was “news to” him, indicating surprise at the assertion.
