Hong Kong’s first chief executive after the 1997 handover, Tung Chee‑hwa, died peacefully on Tuesday at the age of 89, surrounded by his family, according to a statement from his office.

Tung, a shipping magnate who had built his career with the family firm Orient Overseas Container Line, entered politics with little prior experience. He was selected in 1997 by a panel of pro‑Beijing elites to become the territory’s inaugural leader under Chinese sovereignty. Observers noted that Beijing regarded him as a loyalist, in part because state‑run Chinese banks had helped rescue his shipping business during a global downturn in the 1980s.

During his tenure, Tung oversaw Hong Kong through a series of significant challenges. The Asian financial crisis of the late 1990s strained the city’s economy, while health emergencies such as the bird‑flu outbreak and the 2003 severe acute respiratory syndrome (SARS) epidemic tested public health responses.
