Matthias Schmale, the UN humanitarian coordinator in Ukraine, described the targeting of warehousing capacity as a concerning new trend observed over the last several months. Among the recent losses was a primary World Health Organization warehouse containing medical supplies, which was struck earlier in September. Other attacks have resulted in the destruction of hygiene kits and school supplies intended for children.

To mitigate the risk of further losses, the organization is also adjusting its logistics by delaying the purchase of aid supplies until the last possible moment. This approach is intended to reduce the time that materials spend in vulnerable storage locations before being distributed to those in need.

The increased frequency of these strikes has led officials to characterize the situation as one where the front line is effectively moving into the air. This change in the security environment has necessitated additional spending on protective measures, including the acquisition of more armored vehicles and drone detection equipment for staff.

These unforeseen security costs are placing pressure on the UN’s 2026 aid budget, which was originally set at $2.3 billion. Officials noted that these extra expenses ultimately fall on the taxpayers who fund the humanitarian goods brought into the country.
