Russia and China have vetoed a United States-backed resolution at the United Nations Security Council that would have extended the mandate for an independent panel of experts to monitor international sanctions on Iran. The vote, which took place on September 17, saw 11 council members in favor of the resolution, while Pakistan and Somalia abstained.
The mandate for the panel of experts was originally established to monitor and report on sanctions violations to the 15-member Security Council, as well as to recommend further action. These sanctions were reimposed one year ago after France, Britain, and Germany accused Iran of violating the 2015 nuclear pact, an agreement designed to prevent the country from developing nuclear weapons. Iran has consistently denied seeking such weapons or violating the terms of the agreement.
Despite the existence of the mandate over the past year, the Security Council has been unable to appoint the panel of experts due to a lack of consensus among member states. The veto by Russia and China effectively ends the formal authorization for this independent monitoring mechanism.
Following the vote, Deputy US Ambassador Jennifer Locetta stated that the absence of an independent panel deprives the Security Council of impartial, evidence-based reporting. She argued that this creates a monitoring gap that primarily benefits the Iranian regime and entities seeking to evade sanctions.
In contrast, Russian UN Ambassador Vassily Nebenzia defended the veto, urging Western nations to cease actions he described as dangerous and likely to complicate the resolution of the crisis in the Persian Gulf. Russia and China have maintained the position that all UN measures on Tehran were removed under the original 2015 nuclear deal.
Iran’s mission to the United Nations expressed gratitude toward Russia and China for their opposition to the resolution. Iranian officials characterized the US-led draft as a politically motivated measure and praised the two nations for what they described as a consistent and principled position.
