Macron says Russian hybrid attacks on Europe are intensifying

French President Emmanuel Macron has warned that Russia is intensifying a series of hybrid attacks aimed at Europe. He described the threat as growing and said that the tactics being employed are designed to pressure and destabilise without triggering a conventional armed conflict.

The president explained that hybrid warfare combines military and non‑military methods, both overt and covert, to achieve strategic objectives. According to Macron, these operations are now being directed more sharply at European nations, with France particularly vulnerable.

In response, Macron said the French government has been tasked with strengthening the protection of critical infrastructure and sites belonging to the defence industry. He emphasized that safeguarding energy networks, telecommunications, transport systems and other essential services is a priority.

The French authorities are reportedly coordinating with European partners to monitor and counter these activities. Measures under consideration include enhanced cyber‑defence capabilities, increased intelligence sharing and reinforced physical security at key facilities.

Macron’s remarks come amid broader concerns across the continent about the scope and scale of Russian hybrid tactics, which he said are intended to undermine European stability while remaining below the threshold of open warfare.
