UN expert reports increased Russian repression of overseas critics

Russia has stepped up surveillance, intimidation and reprisals against critics living abroad since its full‑scale invasion of Ukraine in 2022, according to a report presented to the United Nations Human Rights Council in Geneva. The assessment was made by Mariana Katzarova, the UN Special Rapporteur on human rights in Russia, who described the phenomenon as “transnational repression”.

Katzarova’s statement cited a new report that documents 400 cases of such repression, noting that the number of incidents has more than tripled in recent years. Between 2014 and 2021, 29 cases were recorded; that figure rose to 89 between 2022 and 2024. The report characterises the actions as a continuation of the state‑sponsored system of repression that operates within Russia, extending its reach to those who have left the country.

The report estimates that between 650,000 and 900,000 people have left Russia since 2022, many of them opponents of the government or activists. Katzarova warned that departure does not shield individuals from Russian‑state intimidation, which can include attempts at assassination, physical assaults and poisonings.

Historical precedent for such overseas targeting was highlighted, referencing the 2006 murder of former KGB officer Alexander Litvinenko in London. While Russia has a long record of extraterritorial actions, the UN expert said the methods and scale have shifted from overt violence to a broader array of coercive tactics.

Russia’s diplomatic mission in Geneva was contacted for comment but did not respond at the time of reporting. In previous instances, Moscow has denied accusations of hostile actions on foreign soil and has described them as part of a Western smear campaign.

The findings underscore a growing concern among international human‑rights bodies about the reach of Russian state power beyond its borders, and they call for continued monitoring of the situation as the conflict in Ukraine persists.
