OpenAI urges United States to lead global effort on AI technical standards

OpenAI has issued a public call for the United States to assume a leading role in an international effort to develop technical standards for frontier artificial intelligence (AI). In a blog post released as world leaders convene at the United Nations General Assembly, the company argued that coordinated standards are essential for managing the rapid advancement of AI systems, particularly those capable of recursive self‑improvement (RSI), where a system can autonomously enhance its own capabilities.

The post emphasizes the need for a mechanism that facilitates both national and international standards, along with common measurement methods and incident‑reporting protocols. OpenAI contends that such a framework would provide a shared technical foundation for capability measurement, risk assessment, and the sufficiency of safeguards, without imposing licensing, mandatory pre‑release review, or approval requirements on AI models. Implementation of the standards would be left to individual governments, which could decide how to incorporate them into their legal systems.

OpenAI’s call comes amid growing industry concern that increasingly powerful AI could soon surpass human control if development proceeds unchecked. Several AI leaders, including OpenAI chief executive Sam Altman, have advocated for a coordinated slowdown in the development of advanced models, warning that unchecked progress could pose significant risks to humanity.

The company specifically urges the U.S. government to leverage existing AI safety bodies such as the Center for AI Standards and Innovation (CAISI) within the Commerce Department, and to collaborate with counterpart organizations in at least nine other governments. CAISI was established under the previous administration to test new AI models and is positioned to play a central role in the proposed standard‑setting effort.

OpenAI notes that fully automated recursive self‑improvement does not yet exist, but it views the safe development of such capabilities as a long‑term objective. By establishing technical standards now, the organization believes the United States can shape a global AI framework that aligns with the interests of its allies, rather than allowing a fragmented or conflict‑prone system to emerge.

The timing of the appeal coincides with a week of diplomatic discussions on AI safety coordination between Chinese and American officials, highlighting the broader geopolitical context in which the push for global standards is unfolding. OpenAI’s position underscores the view that early leadership in standard‑setting could influence the future direction of AI governance worldwide.
