Lithuania Plans Power Substation Near Russian Border Fortified Against Drone Attacks

Lithuania is moving forward with plans to construct a critical power grid substation designed with advanced fortifications to withstand potential military drone attacks and other hybrid threats. The facility, known as the Gizai substation, will be located approximately 30 kilometers west of the Russian exclave of Kaliningrad. This project marks the first major installation of its kind in the region since the escalation of the conflict in Ukraine in 2022.

The design of the substation incorporates significant security measures intended to protect infrastructure from both physical and aerial sabotage. Plans include the installation of fencing capable of resisting an explosives-laden vehicle and the deployment of sensors designed to detect unauthorized tunneling. Furthermore, the facility’s transformers will be housed within concrete structures, referred to as sarcophagi, to provide protection against explosive drones.

The strategic importance of the site is tied to its location within the Suwalki Gap, a narrow strip of land along the border of Poland and Lithuania that sits between Russia and its ally, Belarus. This area has long been a focal point for security concerns within NATO due to its vulnerability in the event of a wider regional conflict. The new substation is intended to serve as a vital link in the power grid, ensuring a stable electricity supply for the Baltic states.

According to officials overseeing the project, the approach to infrastructure development has shifted significantly in recent years. While grid design previously focused primarily on mitigating the risks posed by natural disasters, current planning now accounts for a broad spectrum of hybrid and non-hybrid threats. This change in strategy follows heightened regional concerns regarding the security of energy infrastructure, particularly in light of recent sabotage incidents reported against electricity grids in other parts of Europe.
