During the visit, Chancellor Merz is scheduled to announce a substantial support package aimed at bolstering Ukraine's defense and infrastructure. German government officials indicated that the measures include the release of €1 billion in military aid, alongside €350 million designated for repairs within Ukraine's heavily targeted energy sector.
A primary objective of the trip is to finalize an agreement for the joint production of various types of drones. To facilitate these discussions, Merz is accompanied by Minister for Economic Affairs Katherina Reiche and an economic delegation featuring executives from major German firms, including Siemens Energy, Hensoldt, Diehl Defence, and Quantum Systems. Ukrainian President Zelensky had previously indicated on September 30, following a phone call with Merz, that the drone production agreement was nearing completion.
In statements regarding his arrival, Merz emphasized the urgency of the situation, noting that Russian forces continue to target towns, residential buildings, and heating plants. He stated that he traveled to Kyiv because Ukraine requires comprehensive support in the coming weeks, warning that if Russia is not stopped, its military aggression could eventually threaten other nations. Merz reaffirmed Germany's commitment, stating that he would personally assure President Zelensky of continued assistance.
In addition to security and economic cooperation, the German chancellor is expected to address governance and political reforms with Ukrainian leadership. Merz plans to press the Ukrainian government for continued progress on reforms requested by European Union partners, with a particular focus on strengthening the country's anti-corruption measures.
